Russian representative Irina Tyazhlova said at the meeting of the Open-ended Working Group (OEWG) on the security of the use of information and telecommunication technologies, that
Russia suggests holding consultations in the sphere of information and communication technologies (ICT) to prevent political or military tension.
"Confidence-building measures should promote establishing of practical interaction among countries and prevention of conflicts in the information space," the diplomat said. "There is a need to take into account positive and negative regional experience in this sphere in interests of elaborating an efficient list of confidence-building measures at the international level," Tyazhlova said.

"We suggest considering the following possible measures. Sharing information regarding the national organizational structure, strategies, laws, policy, and programs in the security sphere during the use of information and communication technologies. Holding consultations at a proper level for the purpose of reducing the probability of wrong perception and potential occurrence of political or military tension with the participation of diplomatic and technical points of contact," she noted. "Creating a specialized information resource of the UN for purposes of strengthening the dialog, best practices sharing, increasing awareness and building up the potential of UN member-countries on security matters when using ICT in this context," the diplomat said.
Russia also suggests agreeing upon basic universal principles of confidence-building measures in the ICT security sphere, she added.
