Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, said that the target groups for the amendments include "investors, talented and specialists who are scientists, doctors, engineers, artists, intellectuals and their families."

He added in a tweet on "Twitter" that "the goal is to retain, attract and stabilize the minds that contribute strongly to our development process."

Sheikh Mohammed bin Rashid added, "Personalities eligible to obtain Emirati nationality will be nominated through the cabinet, local bureaus and executive councils. Clear criteria have been set for each category."

He added, "The law will allow these competencies to retain the other nationality they hold. Our Emirati passport will maintain its global supremacy."
