The Russian Ministry of Defense confirmed that its forces thwarted three attempts to breach the border near the city of Chebykino in the western Belgorod region, killing 30 Ukrainian fighters and destroying four armored vehicles.

But the Russian Volunteer Corps, a far-right paramilitary group of ethnic Russians aiding Ukraine, said it was fighting inside Russia. "The second phase promised by the commander of the Russian Volunteer Corps has begun," the Corps wrote on the Telegram application, referring to a previous storming, and attached pictures of fighters firing weapons and fighters inside a building.

Kyiv denies direct involvement, but Moscow accuses it of planning the attacks.

Vyacheslav Gladkov, the governor of Belgorod, said that the Ukrainian armed forces repeatedly bombed the city of Shipenko with 122-millimeter Grad missile systems of Soviet design, which caused a fire to break out in a residential building and damage to an administrative building.

He added that at least nine civilians were wounded and that hundreds of children, women, and the elderly were being evacuated. An unverified video clip showed a fire in a huge building in Chipenko.

In Kyiv, Ukraine said it had shot down 10 projectiles, including ballistic and Iskander cruise missiles, in Russia's 18th attack on Kyiv since early May.

Russia denies targeting civilians or committing war crimes, but its forces have destroyed Ukrainian cities and repeatedly bombed residential areas.

Russian President Vladimir Putin's government says it has annexed four regions of southern and eastern Ukraine as part of what Moscow calls a "special military operation" aimed at the "de-Nazification" of Ukraine, protecting Russian speakers and defending its borders from aggressive West ambitions.
