Near a Taliban barrier, a bomb targeting Bassa exploded, killing at least one person and wounding four others, France Press reported.
The incident took place in a suburb of Kabul, controlled by members of the Hazara community, mostly Shia, and targeted by violence carried out by ISIS for years.
Since the Taliban took power on 15 August, dozens of bombs have exploded in the eastern province of Ningarhar - the stronghold of ISIS activity - but the capital Kabul has largely escaped similar violence.
An eyewitness was quoted as saying, "I was in my car and there was an explosion in the vehicle in front of us," adding that it was "completely burned."
It was pointed out that the explosion occurred near a Taliban checkpoint and that gunfire was heard later.
A nearby hospital posted a notice saying that it had received two dead and four wounded.
Taliban government spokesman Azbihullah Mujahid also tweeted that one person had been killed and two wounded.
At least three people were killed and 15 were wounded by a bomb explosion at a mosque in Nangarhar.
The Office of the Governor of Ningarhar issued a statement indicating that two persons had been arrested by the authorities, without adding any details.
The statement states, "Further investigations into the incident are ongoing and further action will be taken."
