   CIA officials have said that the war in Ukraine has created an "unprecedented" opportunity that they want to use to recruit new Russian assets.

In the last year of the war, the CIA encouraged Russians with valuable information to contact them quietly, securely and anonymously through a portal on the dark web.

The instructions were posted on the CIA's social media accounts, and this new video, after an emotional presentation to Russian viewers, shows in detail how to do this using a dark web browser called TOR.

The CIA video was first published on Monday evening on Telegram, a social media application that is very popular among Russians who do not have easy access to unfiltered news or other social media sites.

CIA officials said they hope the video will resonate beyond intelligence and security officials, with people who may not realize that they have sensitive information to share, for example, those working in the cyber, technical, financial, and other fields, who may think that communication with the agency is very difficult or dangerous, while the agency says that they want to "remove confusion" about it.
