The International Football Association Board has established new rules, which will be applied to the game, before the new season 2023/24, as of the first of next July.

     The French newspaper L'Equipe reported that, based on the new rules, goalkeepers will not be able to incorrectly distract the penalty kick taker by delaying execution or touching the post, crossbar, or net.

That change came a few months after the behavior of the Argentine national team goalkeeper, Emiliano Martinez, the provocateur in the 2022 Qatar World Cup final.

Argentina beat France 4-2 on penalties, and Emiliano Martinez played a prominent role in leading the tango dancers to the championship title.

Throughout the match, Emiliano Martinez deliberately provoked the penalty-takers, in order to distract them.

The new rules also decided to limit the celebrations, as the referee must calculate the lost seconds during the celebrations, and add them in extra time.

The amendments included other laws that include minor changes such as goals scored with an additional person on the field, offside situations, and others.
