 And the administration of the city currently under the control of Russia said "the water level in the previously flooded streets in Nova kakhovka began to recede," but the Russian news agency Tass quoted the mayor of Nova kakhovka as saying that at least seven people were missing after water from the dam that was destroyed flooded neighboring areas.

On the other hand, Roman starovoit, a local governor of a region in Russia, said that electricity was cut off in two cities in the Kursk region in the west of the country, and a man was injured today, after Ukraine dropped explosives on a power substation near the border during the night.

"One of the workers was hit by shrapnel while trying to restore electricity . He is currently in the Central District Hospital and the doctors are providing him with all the necessary treatment, " he said.

"Maksar" said that photos of an area of more than 2,500 square kilometers between Nova kakhovka and dniprovska Bay southwest of the Black Sea city of Kherson show that the water flooded many towns and villages.

The images show houses and buildings submerged in water, many of which show only the roofs while the water covers gardens, land and infrastructure.

Russia on Tuesday called on the international community to "condemn" Kiev after the partial destruction of the kakhovka dam, in an event in which the parties exchange accusations.

"We call on the international community to condemn the criminal actions of the Ukrainian authorities, which are increasingly inhumane and pose a serious threat to regional and global security,"the Russian foreign ministry said in a statement.

The White House confirmed that the explosion that caused destruction at the dam "most likely resulted in many deaths," but pointed out that there is no concrete evidence yet to determine who was responsible for the attack.

National Security Council spokesman John Kirby told reporters that the United States "cannot at this stage definitively determine what happened".

The floods caused by the explosion flooded a small town and about 20 villages, which led to the evacuation of 17 thousand people.

Kirby confirmed that what happened was an "explosion" and caused "significant"damage. But he sounded cautious, stressing that Washington was still looking into the incident and could not yet point fingers.

The United States has not "reached a final conclusion," he said... We are still trying to collect information and talk with Ukrainians,"he said.

Asked if attacking the dam constituted a war crime, Kirby said: "it is very clear that the deliberate destruction of civilian infrastructure is not allowed in the rules of war.

Russian forces have repeatedly bombed an ammonia pipeline in Ukraine's Kharkiv region, a pipeline that may be vital to extending an agreement allowing the safe export of grain and fertilizers from Black Sea ports, a local governor said on Tuesday.

The extension of the Black Sea grain transport initiative next month may depend on the reopening of the pipeline. The agreement was signed in July 2022 to help tackle a global food crisis.

The ammonia pipeline, the longest in the world, runs for about 2,470 kilometers from the Russian city of Togliatti on the Volga River to three ports on the Black Sea. The pipeline has been out of operation since the Russian attack.

Oleh sinyhubov, the governor of the Kharkiv region of Ukraine, said that no leak was recorded as a result of the shelling that took place late on Tuesday night and hit the pipeline near the village of zapadny.

"There is no danger to the lives or health of the residents," he added via the Telegram application.
