On the sidelines of a meeting of the Shanghai Cooperation Organization in the Indian state of Goa
Pakistan's Foreign Minister Bilawal Bhutto Zardari said on Friday that India's decision to end the special status of Jammu and Kashmir in 2019 had undermined the environment for talks between the two nuclear-armed neighbors.

In a statement by the Pakistani Foreign Minister, commenting on the Indian decisions regarding the conflict in Kashmir
He told reporters on the sidelines of a meeting of the Shanghai Cooperation Organization in the Indian state of Goa that the responsibility lies with India to create a conducive environment for talks.

Bhutto Zardari's visit to India is the first by a Pakistani foreign minister to Delhi in more than ten years and is receiving great media attention in both countries.

The Pakistani minister indicated that despite his exceptional visit to India, there had been no change in the status of diplomatic relations.
