Leaders of the 27-nation European Union meet on Monday and over two days to discuss how best to continue supporting Ukraine in order to help it fend off the Russian attack four months after the attack began.

This comes with a failure to agree on a new sanctions package against Moscow, as well as to explore ways to find solutions to the aftermath of war, particularly the high energy price crises, the looming food shortage and the European Union's defence needs.

The draft final communiqué of the meeting showed that, although the European Union would be generous in verbal support for the Kiev Government, little new decisions would be taken on any of the main topics.

In the context, German Economy Minister Robert Habeck said: "After Russia's attack on Ukraine we saw what could happen when Europe unites. For the summit tomorrow, let us hope that this will continue. But that has already begun to collapse and collapse again. "

More realistic would be the political support of leaders for the European Union's nine billion euro loan package so that Ukraine could keep its Government's work going and pay salaries for about two months. But this decision will not even be taken until later after the European Commission submits a proposal on how to raise funds.

The draft also showed that the leaders of the bloc would support the establishment of an international fund for Ukraine's post-war reconstruction, without details, and wanted to explore the possibility of confiscating frozen Russian assets for that purpose. Leaders will pledge to accelerate action to help Ukraine move its pills out of the country to global buyers via railways and trucks due to Russian naval forces' closure of normal maritime routes and steps to dispense with Russian energy faster.

According to the same document, European leaders are ready to explore alternative ways to reduce energy price rises, including the feasibility of temporary price caps and reduced red tape on the rollout of renewable sources of energy and investment in transboundary linking of national energy networks to enhance cooperation among States in this area.
