The Russian President's Special Envoy for Relations with International Organizations, Anatoly Chubais, warned of an emerging energy revolution that would lead to a change in global elites.

Chubais has expressed the belief that Russia could face a heavy blow, if not ready for such technological changes, while noting that these changes open up new possibilities for the country.

He also considered that the new transition would not be much different from the industrial revolution of the 18th and 19th centuries, noting that the current process would be much faster and would take between 30 and 50 years.
