A high-level forum co-hosted by UNESCO and the China University of Political Science and Law has brought together representatives from countries and organizations around the world to discuss the urgent need for a global framework for AI governance.
The “Global AI Policy Dialogue and Collaboration Development” forum, held in Shanghai, focused on addressing the frontier issues presented by the rapid advancement of artificial intelligence.
The forum, a thematic event of the 2025 World Artificial Intelligence Conference, facilitated exchanges across four key dimensions: institutionalized dialogue, scaled application, standardized regulations, and win-win collaboration. Delegates from various countries, including members of the EU AI Act drafting team, and experts from academic institutions and private companies, participated in the discussions.

Discussions at the event highlighted the need for international cooperation to ensure AI systems are developed ethically and responsibly, aligning with human rights, scientific integrity, and sustainable development goals. The forum’s goals align with UNESCO’s 2021 Recommendation on the Ethics of Artificial Intelligence, which serves as a foundational global normative instrument for the field.
In addition to the main forum, a closed-door consultation was also conducted to refine a research report on AI in China, Japan, and the Republic of Korea, with the aim of advancing governance cooperation in East Asia. The forum emphasized that while AI offers immense potential for progress in various sectors, it also presents challenges that require a multi-stakeholder approach to create inclusive, responsive, and effective global cooperation structures.
