U.S.–Venezuela–El Salvador Orchestrate Three‑Way Prisoner Swap

In a rare, coordinated diplomatic operation, 10 U.S. citizens and permanent residents held in Venezuela were released and flown to the United States, while over 250 Venezuelan nationals detained in El Salvador’s notorious CECOT prison were repatriated—marking an unprecedented trilateral prisoner exchange involving the U.S., Venezuela, and El Salvador  .

U.S. Secretary of State Marco Rubio, in a statement on July 18, praised the deal as a major success: “Every wrongfully detained American in Venezuela is now free and back in our homeland,” and thanked Salvadoran President Nayib Bukele for his role  .

Meanwhile, President Bukele—and Salvadoran officials—confirmed that 252 Venezuelans, accused by the U.S. of belonging to the Tren de Aragua criminal network, were delivered to Venezuelan authorities. These individuals had been deported to El Salvador in March under the Trump administration’s use of the 1798 Alien Enemies Act  .
