Russia and China vetoed a UN Security Council resolution Thursday to block a draft resolution on the situation in Syria's Idlib province submitted by Belgium, Germany and Kuwait.
Addressing Council members, Russia's permanent representative to the United Nations, Vasily Nebenizia, criticized the Belgian draft resolution on a ceasefire and improving humanitarian conditions in Idlib, saying that its function is to hold Russia responsible for civilian
casualties in Idlib. Save the terrorists from the final defeat. "
The draft was supported by 12 Security Council members - the United States, Britain, France, Germany, Belgium, Kuwait, Ivory Coast, Peru, Poland, Dominican Republic, South Africa and Indonesia - while Equatorial Guinea abstained.
