Egypt Deepens strong ties with the EU and signed 200 Billion Euro Strategical Treaty

European Union and Egypt, joined a pivotal alliance inauguration summit that considers a step in formalizing the comprehensive partnership between the two major geopolitical players, has concluded with a landmark signing of multi-billion euro agreements and a strong reaffirmation of shared strategic goals. 

Held in Brussels on 22 October 2025, the meeting saw President Abdel Fattah El-Sisi engage with the EU leadership, marking a new era of cooperation across a spectrum of critical issues from economic stability and energy transition to regional security and migration management.

Egypt and EU Forge Deeper Bonds: A New Era of Cooperation

The landmark summit, a direct result of the Strategic and Comprehensive Partnership (SCP) signed in March 2024, has moved the relationship beyond mere association.
It is designed to foster shared stability, peace, and prosperity across the region, with the EU recognising Egypt’s indispensable role as a central strategic partner in the wider Mediterranean and Middle East.

The central theme of the discussions, now being reviewed by policymakers in London-UK, was the acceleration of this partnership, specifically through strategic investment and targeted financial assistance.

The gathering, which included President of the European Council António Costa and President of the European Commission Ursula von der Leyen, saw the immediate delivery of significant financial and cooperative measures.

The agreements signed are key elements of the EU’s previously pledged €7.4 billion financial and investment package for the period 2024–2027.

Headline Points of the EU-Egypt Summit

 â€¢ €4 Billion Macro-Financial Assistance: A Memorandum of Understanding (MoU) was signed for the second phase of the EU’s Macro-Financial Assistance (MFA), a critical injection of funds aimed at bolstering Egypt’s economic stability and supporting its National Structural Reform Program.

This new phase focuses on reforms across macroeconomic stability, competitiveness, green transition, and debt sustainability.

 â€¢ Targeted Socio-Economic Support: An additional €75 million financing agreement was secured for the EU Support Program, specifically designed to implement local-level social and economic reforms.

This funding will enhance access to essential services—such as health and education—and improve livelihoods, especially for low-income groups and refugees in vulnerable communities.

ʉۢ Green Transition and Energy: A strong commitment was made to the green transition, including plans to conduct a comprehensive study on assessing carbon pricing tools and aligning trade strategies with climate goals.

Furthermore, the EU announced €50 million in new financial support specifically for private-sector investment projects that facilitate Egypt’s shift towards a low-carbon economy.

ʉۢ Migration and Mobility Management: The partners activated the migration component of the SCP, with projects set to launch in 2025/2026.
Both sides reinforced their commitment to migration management, focusing on legal mobility pathways, effective border management, and initiatives to combat smuggling networks. Egypt’s successful efforts in halting illegal migration boats from its shores since 2016 were specifically commended.

 â€¢ Association to Horizon Europe: A significant agreement was signed formalizing Egypt’s association with the prestigious “Horizon Europe” research and innovation program, opening new doors for scientific and technological cooperation between Egyptian and European research institutions.

Regional Security and Geopolitical Coordination

Beyond the bilateral cooperation, a substantial part of the summit was dedicated to regional security and the tumultuous crises in the Middle East and Africa.

President El-Sisi provided an overview of Egypt’s efforts to consolidate security and stability, with key discussions centering on the Gaza Strip ceasefire.

Both sides stressed the absolute necessity of underpinning the recent agreement, ensuring the swift and sufficient entry of humanitarian aid, and providing medical care for the injured.

El-Sisi also stressed the importance of integrated EU-Egyptian efforts in the next phase to ensure the full implementation of the peace agreement and commence the vital reconstruction of the enclave.

The leaders also addressed the ongoing conflicts in the wider region, notably the crises in Sudan and Libya. On Sudan, El-Sisi reaffirmed Egypt’s commitment to securing a ceasefire and working with international partners, including the EU, to declare a comprehensive humanitarian truce, with the goal of safeguarding Sudan’s unity and preventing fragmentation.

For Libya, El-Sisi reiterated support for a comprehensive political settlement that is led by Libyans, ends division, and paves the way for free elections and the withdrawal of all foreign forces and mercenaries.

A Testament to Long-Term Commitment

The consensus reached in Brussels underscores the deepening of long-term strategic ties. The summit successfully translated the political vision of the Strategic and Comprehensive Partnership into tangible financial and collaborative projects.

As the EU remains Egypt’s top trading partner, accounting for a significant portion of its trade, the continued discussions on a Sustainable Investment Facilitation Agreement (SIFA) aim to modernize and complement the existing 2004 Association Agreement, ensuring the economic relationship evolves to meet 21st-century challenges.

The joint statement released following the summit reaffirmed a shared commitment to long-term stability, peace, and security, paving the way for a deeper and more integrated collaboration that is expected to benefit not only the two partners but also the wider Mediterranean region.
