Brazil’s Santa Catarina State Aims for Innovative Waste Management

In a groundbreaking initiative, the southern Brazilian state of Santa Catarina is working towards utilizing nearly all urban solid waste, with 14 municipalities joining forces to become landfill-free. The Intermunicipal Consortium of the Middle Itajaí Valley (Cimvi) is spearheading this ambitious project, which aims to process over 90% of garbage through recycling, biodigestion, and composting.

A Model for Sustainable Waste Management

Cimvi’s executive director, Fernando Tomaselli, emphasizes that the consortium’s goal is to “take advantage of everything, to prove that garbage does not exist.” This approach is exemplified in the consortium’s recycling facility, where 87 recyclers are employed to separate and send waste to purchasing companies. The facility currently recovers 20-22% of recyclable waste, exceeding the Brazilian average of 2%, with plans to reach 27%.

Innovative Solutions for Waste Utilization

To achieve its goals, Cimvi is investing in cutting-edge technologies, including:

– *Thermoplastic Production*: 

A pilot plant is being used to produce thermoplastic, a hard material made from waste previously considered non-recyclable. This material is used to make benches, sidewalks, and walls.

– *Biogas Generation*: A new facility, expected to be inaugurated in early 2026, will utilize organic waste to produce biogas and biofertilizers.

– *Composting*: Cimvi is also investing in composting, aiming to utilize 100% of waste.

Challenges and Opportunities

While some experts, like Yuri Schmitke, executive president of the Brazilian Association of Energy from Waste (Abren), consider the goal of utilizing nearly all urban solid waste “utopia,” Cimvi remains committed to its vision. The consortium is prioritizing environmental education, promoting sustainable tourism, and fostering new companies that generate solutions for the waste industry.

A Path Forward for Brazil

Santa Catarina’s innovative approach to waste management serves as a model for other states and municipalities in Brazil. By adopting similar strategies, Brazil can reduce its greenhouse gas emissions, promote sustainable development, and create new economic opportunities. As Tomaselli notes, “We have 36 landfills in the state, only three public, the rest are private, and there is little interest in changing the system.” However, with Cimvi’s pioneering efforts, there is hope for a more sustainable future.
