Chinese Premier Li Qiang Urges BRICS to Lead Global Governance Reform

RIO DE JANEIRO — In a keynote address at the 17th BRICS Summit, Chinese Premier Li Qiang called on the bloc to take a leading role in advancing global governance reform. Li emphasized that BRICS countries should strive to become the vanguard in promoting a more just, equitable, and orderly global governance system.

Speaking at the plenary session on “Peace and Security and Reform of Global Governance,” Li noted that the current international landscape is marked by unprecedented changes, with international rules and order facing severe challenges. He emphasized the need for BRICS countries to uphold independence, self-reliance, and a sense of responsibility to build consensus and synergies.

Li highlighted the importance of extensive consultation, joint contribution, and shared benefits in global governance, citing Chinese President Xi Jinping’s vision for global governance. He called on BRICS countries to focus on development, bolster economic growth drivers, and spearhead development cooperation.

The Chinese premier announced plans to establish a China-BRICS research center on new quality productive forces and a scholarship program for BRICS countries to facilitate talent cultivation in sectors such as industry and telecommunications.

Li also emphasized the need for BRICS countries to foster inclusiveness, promote exchanges and mutual learning among civilizations, and act as advocates for the harmonious coexistence of civilizations.

The meeting, attended by leaders of BRICS countries and presided over by Brazilian President Luiz Inacio Lula da Silva, adopted the Rio de Janeiro Declaration of the 17th BRICS Summit. The declaration reaffirmed the bloc’s commitment to defending the purposes and principles of the UN Charter, upholding multilateralism, and promoting common development and global governance reform.

In a joint statement, the leaders noted that the BRICS cooperation mechanism has continued to grow stronger and more representative, providing an important platform for Global South countries to defend their right to development and participate in global governance reform.

The leaders emphasized the need for BRICS countries to enhance solidarity and coordination, defend international fairness and justice, and make greater contributions to promoting common development, improving global governance, and fostering lasting peace and prosperity worldwide.
