The possibility of deploying the advanced, highly offensive missile system to Kyiv, which would enable strikes deep into Russian territory, has been presented by President Trump as a high-stakes lever to force Russian President Vladimir Putin to the negotiating table. The ultimatum is widely seen as a major turning point in the U.S. approach to the conflict, moving from cautious engagement to a strategy of “peace through strength.”

For Ukraine, the potential delivery represents a vital lifeline. President Zelenskyy confirmed that his discussions with President Trump focused on strengthening air defence and long-range capabilities, a necessity given the intensified Russian drone and missile barrages.

In an interview following the call, Zelenskyy assured that if provided, the Tomahawk missiles would be used exclusively against military objectives. “We never attacked their civilians,” he stated, attempting to assuage concerns that the powerful weapons would be used for indiscriminate strikes that could widen the conflict. For Kyiv, the missile system offers the leverage to strike crucial Russian logistics hubs, command centres, and airfields deep behind the front lines—targets currently out of range—which is seen as the only way to compel Moscow to a serious negotiation.

The Global Escalation Context

President Trump’s sudden escalation of rhetoric coincides with a palpable frustration in Washington that its earlier, softer diplomatic efforts have failed to slow Russia’s invasion. The ultimatum is a clear attempt to use the threat of a game-changing weapon system as a negotiating tool.

However, the threat also introduces severe risk to the Eastern European theatre. Military experts contend that while the Tomahawks would provide Ukraine with an unprecedented strike capability, they would also drastically increase the possibility of a direct Russian military or hybrid warfare response. The move forces a moment of truth for both Washington and Moscow: either the threat will coerce a genuine move toward peace talks, or it will be fulfilled, leading to a dangerous and potentially uncontrolled spiral of military escalation across the Eastern European conflict zone.
